This picture is widely used in public domain.Image was obtained from Metropolitan Police Department [[1]] which is a government source. It should not be deleted. --DuKot 15:45, 22 May 2005 (UTC)

Fair Use?

The photographer was Jon Michael Terry of Turlock, California who took the photograph of Levy in 1994 when she commissioned him to take her Senior Portrait. I'm not sure if it's common practice outside the United States, but in America it is common for high school seniors to have a portrait photographs taken and then distributed to friends and family. My understanding is that the photo was then released as a "missing person photo" after her disappearance. I am not certain who released the photos (if anyone) for this purpose or if subsequent use in this context qualifies as fair use.
